A University of Wisconsin - Madison student was seriously injured when she was struck by drunk driver as she crossed the street in a crosswalk near campus. The driver of the car had be taken to detox before he could be taken to jail.

The student suffered a fractured skull among other injuries.

One of the basic rules of the road is that pedestrians have the right-of-way. This all too often seems to be a rule that is honored more in the breach than in the observance, unfortunately. Even slower moving cars have the capacity to inflcit enormous injuries on pedestrians which is why drivers need to keep a sharp lookout for pedestrians at all times.
